Orange County Parks and Recreation, established in 1973, is dedicated to maintaining beautiful parks, preserving the environment, and providing exceptional recreation for the well-being of our communities. With a team of 300 full-time employees, the division manages nearly 15,000 acres of land, operating 100 parks, trails, and facilities, including 11 recreation centers, two senior centers, one swimming pool, five splash pads, and 11 public boat ramps. Annually, we serve approximately 13 million residents and visitors, offering a wide array of recreational programs and activities for all ages.
We are currently seeking a Parks & Recreation Manager to join our dedicated team. This leadership role offers an exciting opportunity to contribute to our mission by overseeing park operations, developing programs, and ensuring the delivery of high-quality recreational services to our community.
Job Description This position provides overall direction and administration of County Parks and Recreation operations to ensure the effective development and delivery of parks and recreational programs, activities, and facilities. The Parks & Recreation Manager plays a critical role in shaping long-term strategic goals, managing operational and capital planning, and representing the division to county leadership, community stakeholders, and the public.
Representative Duties/Assignments Provides operational leadership and administrative direction for the programs and activities of the Parks and Recreation Division.
Manages the preparation and implementation of the Division’s master plan, strategic plan, capital improvement plan and the development and opening of new Parks and Recreation sites and facilities. Presents key issues, reports, briefings, initiatives, and solutions to the Park’s Advisory Board, the Orange County Mayor, Board of County Commissioners, County Administrator, and Department Director.
Represents the County before local community organizations and boards, ensuring the effective communication of the Division’s mission, vision, plans and objectives.
Develops and maintains open and effective communications with division staff, department directors and County administration to communicate program developments and provide information regarding division operations.
Establishes an effective liaison and partnership role with other local, regional and state governmental agencies, officials and County citizens, ensuring the effective communication of Parks & Recreation objectives and services.
Develops and manages the Division’s operating budget which includes state, federal, and legislative funding issues as well as private sector contract negotiations
Provides recommendations for staffing, outsourcing alternatives and operating expenditures that ensure the economically sound delivery of Parks and Recreation programs and services.
Manages division efforts and initiatives designed to effectively hire, compensate, develop and retain qualify Parks and Recreation staff as well as overseeing various personnel matters including discipline, training and development, performance
Preferences Masters degree in Public Administration, Parks & Recreation, Business Administration or a Leisure-Services related field. Experience working in a rapid-growth environment and with utilizing outsourcing alternatives. Excellent communication and presentation skills.

Three out of the five years of experience must have been in a senior management role. In lieu of the degree requirements additional relevant experience may be substituted on a year for year experience.
